LADT Launch | OOKC Drives Digital Economy Growth

On September 1, 2025, the Lao National Digital Technology Group (LADT) and its third-party digital payment platform, NewPay, held a grand opening ceremony in Vientiane. His Excellency Prime Minister Sonexay Siphandone attended in person and delivered an important speech. Minister to the Prime Minister’s Office Khamchen Vongphosy, Central Committee Member and Minister of Justice Phayvy Sibounheuang, Central Committee Member and Minister of Finance Santiphab Phomvihane, Central Committee Member and Vice President of the Lao Front for National Construction Khampheung Vannasath, Central Committee Member and Vice President of the Party Inspection Committee Khanlay Sipaseuth, Deputy Governor of the Central Bank Sulisa Thanouvong, Deputy Minister of Technology Ketsysou Soulaphong, Deputy Minister of Industry and Commerce Manothong Vongxay, and Deputy Minister of Foreign Affairs Phongsamouth Anlavanh, along with other senior Lao government officials, attended the event. Ambassadors from ASEAN countries, including Myanmar’s Ambassador to the Lao People’s Democratic Republic Aung Ko, Malaysia’s Ambassador to Laos Edi Irwan Mahmud, the Philippines’ Ambassador to Laos Elizabeth T. Te, and Thailand’s Ambassador to Laos Morakot Sriswasdi, were also present. More than 400 experts, scholars, partners, merchant representatives, and media reporters from the global payment and Web3 industries attended the ceremony, witnessing this important milestone in the development of Laos’s digital asset sector.

At the ceremony, LADT signed several strategic cooperation agreements with well-known Web3 industry partners, including the Bitcoin Cash Foundation and OOKC Group. With strong support from the Lao government, the parties will jointly advance the issuance of the ASEAN stablecoin (USDA) and the construction of the Lao National Blockchain.

Caspar Wong, Deputy Secretary-General of the Hong Kong Web3.0 Association, Executive President of the Hong Kong Digital Asset Listed Companies Federation, and CEO of Hong Kong Web3Labs, said in his address that Hong Kong possesses a mature financial system and regulatory expertise, which can provide Laos with stablecoin issuance, cross-border payment technology, and compliance solutions. Through cooperation with LADT and NewPay, both parties will explore digital asset application scenarios across Southeast Asia, bringing innovative momentum to inclusive finance and cross-border trade.

Hong Kong Legislative Council Member: Deepening Laos’s Digital Asset and Blockchain Cooperation
Dr. Johnny Ng, Member of the CPPCC National Committee, Member of the Hong Kong Legislative Council, and Chairman of the Web3 and Virtual Assets Committee of the Hong Kong Legislative Council, stressed in his video address that Hong Kong plays a key bridging role in the “Belt and Road Initiative” and can provide Laos with support in funding, legal services, professional expertise, and talent resources for the development of its digital economy. Through technology exchanges, joint research, and startup incubation, Hong Kong and Laos will form long-term cooperation in digital assets, blockchain applications, stablecoin, and cross-border payments.

At the ceremony, LADT signed key cooperation agreements with several globally renowned Web3 and blockchain organizations, marking substantive progress in Laos’s digital finance and blockchain ecosystem development. BCH’s Investment Fund Signs Strategic Investment Agreement with the Lao National Digital Technology Group

At the ceremony, Director Mr. Johnson Teh and LADT COO Ms. Humble Wu signed a strategic investment agreement.
