On September 1, 2025, the Lao National Digital Technology Group (LADT) and its third-party digital payment platform, NewPay, held a grand opening ceremony in Vientiane. His Excellency Prime Minister Sonexay Siphandone attended in person and delivered an important speech. Ambassadors from ASEAN countries, including Myanmar’s Ambassador to the Lao People’s Democratic Republic Aung Ko, Malaysia’s Ambassador to Laos Edi Irwan Mahmud, the Philippines’ Ambassador to Laos Elizabeth T. Te, and Thailand’s Ambassador to Laos Morakot Sriswasdi, were also present. More than 400 experts, scholars, partners, merchant representatives, and media reporters from the global payment and Web3 industries attended the ceremony, witnessing this important milestone in the development of Laos’s digital asset sector.

At the ceremony, LADT signed several strategic cooperation agreements with well-known Web3 industry partners, including the Bitcoin Cash Foundation and OOKC Group. With strong support from the Lao government, the parties will jointly advance the issuance of the ASEAN stablecoin (USDA) and the construction of the Lao National Blockchain.
